10 Down the generations Emmanuel Schiess, the Federal Chancel- lery usher, lays out the important files for the Federal Council meeting for his boss. Between 1848 and 1881, the office of Federal Chancellor was held by Johann Ulrich Schiess, great grandfather of the current Federal Chancellery usher. The Federal Council chamber has remained practically unchanged since 1848.
